Huaxin Post and Telecommunications Consulting & Design Institute Co., Ltd., formerly Zhejiang Provincial Post and Telecommunications Planning & Design Institute Co., Ltd., was established in 1984. It is one of the first six Class A institutions in the national post and telecommunications system, holding Class A certificates for communications, architectural planning, engineering design, and technical consulting issued by the Ministry of Construction, as well as a Class A general contracting qualification certificate for construction projects. The company also holds licenses for engineering supervision and overseas project contracting, and is a member of the China Communications Standards Research Group.

Since 2002, it has continuously been recognized as one of the “Top 100 National Survey and Design Enterprises.” In November 2003, it was awarded the title of “Advanced Collective in the National Information Industry System” by the Ministry of Information Industry. In 2005, the company was honored as an “Advanced Design Enterprise” by the China Communications Design and Construction Professional Committee, and in the same year, it obtained Class A qualifications as a bidding agency for communications engineering projects. The company undertakes survey and design tasks for communications projects and architectural design projects nationwide, provides technical consulting services, and carries out general contracting for communications projects as well as engineering supervision.

It houses the Architectural Design Research Institute, the Network Planning Research Institute, the Comprehensive Communications Design Research Institute, the Wireless Design Research Institute, the Mobile Design Research Institute, the 3G Design Research Institute, the Wireless Network Optimization Center, the Research & Development Center, the Consulting Division, the Fujian Branch, the Ningbo Branch, the Office, the Technical Operations Department, the Intelligent Systems Department (Development Center), the Beijing Representative Office, the Hebei Representative Office, the Shanghai Representative Office, the Southern Representative Office, the Guangdong Representative Office, the Liaoning Representative Office, the Anhui Representative Office, the Tianjin Representative Office, and more. The company employs over 1,500 staff members, with technical professionals accounting for more than 85% of the total workforce. Among them are 15 doctors, over 300 master’s degree holders, and more than 800 bachelor’s degree holders, representing 91% of the total design team; over 400 employees hold mid‑ to senior-level professional technical titles. The company is home to a group of widely recognized leaders in their respective fields—such as communications and architecture—and boasts 16 nationally certified Grade I Registered Architects and Structural Engineers. Three senior engineers have successively been awarded the National “May 1st” Labor Medal, as well as the prestigious titles of Provincial Model Worker and Ministry-Level Special Model Worker.
The company boasts advanced technological equipment and a leading edge in information technology. Currently, it has launched a 3W website on the Internet, established a knowledge management platform and a project management platform, and developed and implemented multiple internal specialized databases. The company owns over 1,000 computers, workstations, and servers; more than 60 color and black-and-white laser printers; and over 100 engineering survey vehicles. Its publishing and printing facilities are state-of-the-art, equipped with digital drafting and photocopying machines, Contex A1 color scanners, large-format color inkjet plotters, and Xerox high-speed copiers, enabling 100% CAD-based workflows—from text to images, from two-dimensional to three-dimensional, and from rendering to animation. The company is outfitted with a vast array of advanced surveying and testing instruments and software, including mobile communication drive test analyzers and planning software, R&S wireless propagation model calibration equipment, microwave network analyzers, spectrum analyzers, optical domain reflectometers (OTDRs), and more. Our clients include China Telecom, China Post, China Mobile, China Unicom, China Netcom, China TieTong, radio and television broadcasters, public security agencies, state security departments, civil aviation authorities, power companies, transportation organizations, and many other industry sectors. Since 1990, our company has been involved in the construction of China’s first-generation mobile communication projects, witnessing the evolution from trunked radio systems to analog A‑networks, analog B‑networks, GSM, CDMA IS-95A, GPRS, and CDMA1X—and now soaring forward, working alongside operators to usher in the era of third-generation mobile communications. To date, we have planned and designed over 100 local mobile communication networks, with more than 500 switches and over 35,000 base stations, serving a network capacity exceeding 50 million subscribers. Our company has accumulated extensive experience in mobile communication planning, design, and optimization. We have successfully completed numerous national backbone transmission system projects for China Telecom, China Unicom, China Mobile, and China Netcom, as well as the overall plan for China Unicom’s CDMA positioning system, the “Fifteenth Five-Year Plan” for China’s information and communications sector, and the engineering design for China TieTong’s international switching center.
